You could make your own, wear a dress you already own, wear street clothes, dress up in nice attire, etc.
Just because Princess Di and all those other flashy celebs had one, does not mean you need a dress too. If your budget doesn't cover it, dont worry. If you really want that white wedding, than save up as you grow up. Until you have the money, you might have to have (gasp) a low budget wedding with all those flowers and pearls and blah blah blah.
Take it from me, its not the dress that matters, it's the guy you're spending forever with.
